Social capital is defined by the World Bank as social norms hidden in social structures, which has the role of coordinating people's actions to achieve goals. With the increase of electronic communication, the platform of social capital has changed and the concern of researchers has moved towards online social capital. The purpose of this article is to analyze the opinions of experts against and in favor of the emergence of this variable. Due to the review nature of the article, 138 internationally articles were reviewed, and due to the inappropriateness of the title, abstract, and content of 78 articles, 60 were considered for final review. The review of these cases examines the studies conducted in the field of online social capital and the results from the experts' point of view. The results show that although online social capital has been approved by researchers to a large extent, the opposing opinions in this regard show that the use of online social capital in a favorable situation requires strengthening of electronic communication skills, platform development. Different types and how to use them correctly. So there is still no collective agreement among experts regarding the status of social capital in online social networks, and more research is needed to identify the status of this nascent concept more clearly. This study, as an opening to start coherent studies of the state of social capital in social networks and electronic communications, guides the importance and necessity of different qualitative and quantitative researches in this connection.

The purpose of this article was to study The Relationship between the Use of Virtual Social Networks and Changes in Students' Social Capital Dimensionsl of students of Mohaghegh Ardebil University who study at this university in the academic year of 2018-2019. In this study, the survey method has been used. The statistical population of the research consisted of the students of Mohaghegh Ardabili University in the same year, of which 383 were selected as the statistical sample based on the calculations by the Cochran formula. Sampling method is a randomized class. The findings of the research showed that among the six hypotheses that considered for research, three hypotheses, "Relationship between students 'use of virtual social networks and students' self-confidence" "The Relationship between the Use of Virtual Social Networks and Students' Religious Beliefs " and "Relationship between students 'use of virtual social networks and students allegiance from society norms and rule"did not have meaningful relationship and the intensity of their relationship was weak. This means that the students have stated that despite having spent too much time in these networks, their self-confidence has not increased significantly due to this presence. Also, presence in these networks has not reinforcement their beliefs and their following of norms . three other study hypotheses, which include the variables of interactive relationships, social confidence and participation and cooperation have a meaningful relationship. This means that more presence in virtual social networks has increased the number of these cases among students.

The main purpose of this study was to determine the correlation between social media use and cultural change in the four domains of "social capital", "religious beliefs", "individualization" and "identity". Besides, it was attempted to determine the direction of cultural changes according to Inglehart's Model on Materialistic and Post-Materialistic Values.In this study, library study and survey method were used. The findings of this study showed that respondents' social capital was at an average level and those who used social networks were characterized with lower social capital. In the case of 'individualization', which directs the individuals toward collective action and shared goals such as protecting the environment or creating humanitarian societies, it was found that increased level of using social networks led to boosted individualization.With regard to "identity", the findings also showed that increased use of social networks led to more desire for transparency in users. The results also showed that there was no significant relationship between the two variables of "religious beliefs in social networks" and "social media use". The findings of the research on "interested values in social networks" showed that users were more inclined to the Post-Materialistic values stated in the Inglehart's Model. This finding was in line with the results of research conducted in other countries and there was no distinction between Iranian users and foreigner users regarding values in cyberspace.

Social capital, which is formed by the network of relationships among human beings, plays a major role in our lives. One of the factors that may affect social capital is how and how much we use information and communication technologies (ICTs). This study investigates how ICT consumption is related to social capital. To study social capital, we used Coleman’s definition and typology and analyzed the effects of ICTs on social capital from four aspects: information storing, exchanging, transferring and processing devices. We surveyed a random sample of 388 students of Allameh Tabataba’i University and KhajehNasirUniversity in the city of Tehran, Iran. The descriptive findings of the study indicate that the students comply with social norms and laws to a high degree but they tend not to participate in social groups and organizations. Regarding functional aspects of social capital, we found that the students’ generalized and interpersonal trust were rather high. Our main hypothesis that there is a positive relationship between ICT consumption and social capital was verified, although the level of the relationship was rather low.
