The digital environment creates new opportunities for citizens' political participation. This oversight actually includes a general review of the management of public funds and the activities of public and economic systems, so political oversight processes, through democracy, in the digital environment, condemn inefficient features. The purpose of this article is to describe, differentiate and classify the various forms of governance that can be considered in the current valley of democracies. The results show that there are three main areas of oversight: government oversight, joint oversight and civil oversight. This study has identified four types of civil surveillance typologies (guardian performance, extraction and refinement of confidential information, expansion of issues through alternative journalism, and expansion of representation beyond parliaments), focusing on these issues. This study seeks to answer the question of who exactly are the supervisors in the context of regulatory democracy in the digital environment? Furthermore, how can these processes be identified and differentiated in the international political arena? Findings of the research using descriptive-analytical method and collection of library documents show that by avoiding in-depth analysis of issues involved in meticulous processes, the three main parts that are organized to monitor can be Distinguished based on the actor or leading organization involved.

Alongside with the advent and proliferation of internet usage in societies, more debates on the potentials of internet in reviving or reshaping the public sphere or even creating a new one has aroused. Thus, this paper is trying to evaluate if a micro public sphere is shaped in a Telegram group where Iranian journalist had discussed the requirements and conditions for establishing a professional association. Telegram is the most popular Instant Messaging Application in Iran now, and its groups provide a very convenient space for discussions and conversations. That is why numerous groups are created to enable people to participate in public and (potentially) free discussions. In September 2016, when some Iranian journalist tried to establish a professional association for Tehran-based journalists, a group in Telegram was created which attracted more than 600 members at that time. The announced purpose of the group was exploring the circumstances and providing helpful suggestions for those working to prepare the statute of the association. Thus, using a triangulation of three methods, we tried to achieve a close reading of messages in the group (we analyzed 1117 messages from the beginning before the theoretical saturation was achieved). We identified 5 different kinds of conversations: simple, empathy, non-challenging, challenging, and hostile. Findings showed that the members’ actions in some cases can be seen as communicative rather than instrumental or strategic. Results also indicated that as debates got more hostile, many of public sphere’s norms were violated.

Abstract:The mobile journalism and its impact on production and news publication has led to more public opinion. Pattern of publication (Publish then filter),(Down to Up),(One to all), The most important distinction is this new type of journalism.Although Pakistan has various medias; but partly and economic association and the traditional structure which governing it. The possibility of participation and impact of public opinion in the news process has been limited.Mobile journalism in Pakistan relying on the three characteristic of (anywhere , anytime and anyone) promise the power of getting public opinion.In the event of the Temple Blast (Data Darbar), despite the overwhelming approach of traditional media to related news that tried to sect it and set this great country to the brink of civil war, media along with social media, currents, and political actors with different and, of course, realistic, newspapers to counteract differences.The mobile journalism is essentially a novelty. Innovative character and questions that focus on how this type of journalism works and influence this research, relying on the inductive strategy and the use of qualitative methods of text analysis and combination with historical study. The most important result of this research is the identification of the transformation of the power of public opinion with the help of mobile media, including the associated journalistic effects, increasing the political-civil participation of users.
