مفهوم شناسی فناوری شهروندی

چکیده
ورود حکمرانی به عرصه دیجیتال فرصت‌های جدیدی را پدید آورده است و پاسخ به برخی از سوالات بنیادین حکمرانی را نیز با چالش‌هایی همراه کرده است مخصوصا سوالاتی از جنس رابطه مردم و حاکمیت. امروزه و با گسترش پرسرعت فناوری اطلاعات دیگر استفاده از مردم تنها در راهپیمایی و انتخابات خلاصه نمی‌شود و شهروندان قدرت بیشتری برای تاثیر در حکمرانی دارند.فناوری شهروندی به این موضوع می‌پردازد که چطور در عصر دیجیتال حکمرانی را با کمک مردم انجام دهیم.
فن‌آوری شهروندی با دولت الکترونیک، مشارکت عمومی، و نوآوری باز در حکمرانی همپوشانی‌ دارد. فن‌آوری شهروندی به استفاده از داده‌ی باز توسط افرادی خارج از حکومت که به توسعه ابزارهایی مبتنی بر فناوری اطلاعات برای رفع نیازهای عمومی می‌پردازند اطلاق می‌شود. این تعریف طیف زیادی از ابزارهای دیجیتال را شامل شده و بر این أساس دسته‌بندی‌های مختلفی صورت پذیرفته است.
برای نگاه جامع الابعاد نسبت به فناوری شهروندی لازم است که تعاریف این موضوع مورد ارزیابی قرار گرفته و اقسام گوناگون آن شناسایی شود. هم‌چنین بررسی چالش‌های این موضوع می‌تواند به ما در راه‌اندازی و توسعه کمک شایانی نماید. در مقاله حاضر تلاش می‌شود ابعاد این موضوع مورد بحث و بررسی قرار گرفته و از دل آن به مفهوم شناسی فناوری شهروندی استخراج گردد.

چکیده English

The entry of governance into the digital arena has created new opportunities, and the answer to some of the fundamental questions of governance has also been challenged, especially questions of the relationship between people and government. Today, with the rapid spread of information technology, the use of people is no longer limited to marches and elections, and citizens have more power to influence governance. Citizenship technology addresses how to govern in the digital age with the help of the people.
Citizenship technology overlaps with e-government, public participation, and open governance innovation. Citizenship technology refers to the use of open data by outsiders who develop IT-based tools to meet public needs. This definition encompasses a wide range of digital tools and is based on various classifications.
For a comprehensive view of citizenship technology, it is necessary to evaluate the definitions of this issue and identify its various types. Examining the challenges of this issue can also help us in launching and developing. In the present article, an attempt is made to discuss the dimensions of this issue and extract the concept of citizenship technology from its heart.
